Louise Coulter

Louise Coulter is a Vice President and Deputy General Manager for Reliance Test and Technology, Eglin Operations & Maintenance Services (E-OMS) contract responsible for the operation and maintenance of the Eglin Test and Training Complex supporting test and training missions for four Air Force Flying Wings, two Army Special Forces units, and the Navy Explosive Ordnance Disposal School.  In this capacity, she directs an annual budget exceeding $150M, provides operations and support technicians and engineers ensuring successful range operations with over 800 employees.

Mrs. Coulter has more than 20 years of experience in engineering, management, and Department of Defense contract management. Prior to joining RT&T, she worked in the manufacturing sector as a Director for Buckeye Technologies and Procter & Gamble.

Louise holds a Masters of Science degree in Technical Management from The Johns Hopkins University Whiting School of Engineering.  She is also a graduate of the University of South Florida with a Bachelor of Science degree in Mechanical Engineering.

Louise is married to Mr. Thomas Coulter, a musician and educator, and they have two children, Claire and Payton, and a fabulous boxer, Toby.  They live on the Emerald Coast of Florida in beautiful Santa Rosa Beach.
