Joyce Heilman

Joyce Heilman is the Division Lead for Test Resource-Governance at the Test Resource Management Center (TRMC), an agency that reports to the Office of the Under Secretary of Defense for Research and Engineering. With 39 years of distinguished civilian service across the Department of Defense, in this capacity, she leads and supervises one of TRMC’s three core divisions, while concurrently managing the Major Range and Test Facility Base readiness, sustainability and workforce elements, and manages TRMC’s Test and Evaluation Science, Technology, Engineering, and Math intern program.

Prior to joining TRMC, Ms. Heilman spent 29 years supporting the Department of the Navy at Naval Air Warfare Center Weapons Division, Point Mugu California and Office of the Chief of Naval Operations, where she served as the Navy’s requirements subject matter expert for aerial and surface targets, assessment officer, and program lead in support of Fleet Readiness.

Raised in Sanger, California, she earned her B.S. in Mechanical Engineering from California State University, Fresno, and holds Defense Acquisition Workforce Improvement Act Level III certifications in both Test & Evaluation Engineering and Systems Engineering.
